Govett answers by walking us through Romans chapters 6 - 8.
He shows that our justification by faith revealed in chapter 5 is once for all, and as such it is a solid foundation upon which we are to walk the path of sanctification. However, because the sinful flesh never changes until it is replaced by our glorious, resurrected bodies, we are in the constant struggle seen in chapter 7. The struggle is to remain in Christ, where our co-crucifixion, death and burial with Him from chapter 6 are made effective. This struggle is only successful through the law of the Spirit of Life in chapter 8, that is the “rule of life” within us in the Holy Spirit.
