This work is not so relevant to today's reader, except perhaps as historical interest. Following the Reformation there were some adherents to the view that the book of Revelation had already been fulfilled, and that the Kingdom of Christ had already come. Some teachers went to great lengths attempting to match historical events to scenes in Revelation, such as those mentioned in this book's title. For example the locusts loosed at the fifth trumpet in Rev. 9 were said to symbolize the Turkish and Moslem invasions of the Holy Land and Europe in the 7th and 8th centuries, rather than literal demonic locusts yet to come, having supernatural powers. 

Robert Govett, in a most detailed way, refutes the attempts of two such "preterist" teachers he names as Dr. Elliot (most likely E.B. Elliot 1793-1875) and Dr. Keith (most likely Alexander Keith (1792-1886). So the book is not so much about the Two Witnesses in Rev. 11 as it is about how not to try to identify them as historical figures.
